I'm not sure if epistocracy is better than universal suffrage. Sure, better-informed voters have better views on policy, and they'd give better answers when asked about what would be more socially efficient in surveys. But their voting behavior (especially in an epistocracy with sortition, where their vote would have a much higher chance of being pivotal) would probably differ from -- and be much more self-serving than -- their survey responses, which are essentially cheap talk.
