Indian housing regulation is still strict, and plenty of people sleep on the streets. The coin only has one side: let property owners build what they want.
I wish someone would try letting property owners build what they want. My guess is that it would lead to consequences similar to those of over-fishing, e.g. letting fishers fish as much as they want.
